WebPort forwards are set up from your router. I'll assume that you have a Spectrum router (you don't mention any of the makes or models of your devices, that helps BTW)- those are now pretty much locked down now as Spectrum doesn't want to let people customize their devices any more: just change SSID and password pretty much.
